REGULATIONS OF THE FOURTH PHOTO CONTEST


"Healthcare Professionals at Work 2026"

I. General Provisions

1.1. The IV All-Russian Photo Contest with international participation " Healthcare Professionals at Work" (hereinafter referred to as the "Contest" or "Photo Contest") is organized by the Federal State Budgetary Institution "Central Research Institute for Health Organization and Informatics" of the Ministry of Health of the Russian Federation (FSBI "CRIHOI" of the Ministry of Health of Russia), with the support of the Ministry of Health of Russia. The Contest is dedicated to the Year of Unity of the Peoples of Russia.

1.2. Purpose of the Photo Contest:
The main purpose of the Contest is to popularize the medical profession, enhance the prestige of healthcare workers among the public, draw public attention to the importance of medical care, and foster a positive image of medical professionals.

1.3. Objectives of the Photo Contest:
  • to highlight the daily activities of medical specialists across various profiles and specialties;
  • to foster public recognition of the importance of the work of doctors, nurses, paramedics, and other healthcare employees;
  • to emphasize the role of medical professionals in protecting the nation's health, especially during crises, wars, natural disasters, and epidemics;
  • to support creative development and encourage the creativity of young professionals and future generations of Healthcare Professionals;
  • to popularize photography as an art form.

II. Terms of Participation (Conduct)

2.1. Citizens of the Russian Federation and foreign nationals who have a keen interest in healthcare and are over 16 years of age may participate in the Contest. Professional photography skills are not required for participation. Participants are given the opportunity to submit their own photographs reflecting the daily work of medical professionals. Foreign nationals may participate in a specially designated nomination.

2.2. The Organizer and Jury members are not eligible to submit works to the Photo Contest.

2.3. Each Participant has the right to submit works in four nominations of their choice. The number of photographs is limited to three works per nomination. Thus, the maximum number of works a Participant can submit to the Contest is limited to twelve photographs. If this limit is exceeded, the Contest Organizers reserve the right to select the photographs that will participate in the Photo Contest at their discretion.

2.4. Color and black-and-white photographs may be submitted to the Photo Contest in the following nominations:
  • "Medic at Work" — the most interesting and original photographs of doctors and medical staff at their workplace;
  • "#WEWONTLEAVEANYONEBEHIND" — photographs depicting the activities of medical workers in the zone of the Special Military Operation, as well as support for fighters and their families in the rear;
  • "Patients, We Love You!" — vivid shots of interaction with patients capturing special moments of mutual understanding and care;
  • "Medical Dynasty" — photographs and stories of families where representatives of multiple generations have chosen the medical profession;
  • "Future Healthcare Professionals" — photographs of medical students;
  • "Doctors for a Healthy Lifestyle" — a personal example as the best prescription: doctors in sports, in motion, in shape;
  • "On Land, in the Air, and at Sea" — photographs of medical care provided in unusual or extreme conditions;
  • "Healthcare Professionals of All Nations, Unite!" — an international nomination open to photographers from foreign countries.
Seperate Category "Digital Recognition" — a contemporary reinterpretation of a classic Soviet poster through digital art: a healthy lifestyle campaign poster created using generative AI tools.

2.5. Photographs taken no earlier than 2022 are eligible for participation, provided they have not been previously exhibited or participated in other photo contests, and do not infringe upon the rights of third parties (including copyright, related rights, and others).

2.6. The Organizer uses the provided photographic works and personal data specified by the author when filling out the participation form for the photo contest, including the personal data of individuals depicted in the photographic works provided by the contest participant to the Organizer (including their reproduction, distribution, public display, making available to the general public, processing for advertising, informational, and other purposes) for a period of 5 years without territorial restrictions, as well as without payment of any remuneration to the Participant and depicted individuals.
2.6.1. The Organizer may transfer the provided photographic works, as well as the Participant's personal data (surname, first name, contact information) to third parties — partners, co-organizers, contractors, mass media, and other persons involved for the purposes of conducting the Contest, organizing exhibitions, publishing results, as well as for other purposes related to the conduct of the Contest.

2.7. The Participant shall obtain written consent from every identifiable person depicted in a photograph for the taking of the photograph, its publication by the Organizer, and its making available to the public.

2.8. The Participant's consent to the use and transfer of photographic works is perpetual, free of charge, non-exclusive, and may be revoked only on the grounds provided for by the legislation of the Russian Federation.

2.9. The Organizer reserves the right to process any photographic works (including cropping, color correction, format change), as well as create derivative works based on them without additional approval from the Participant.

2.10. The Organizer reserves the right to use photographic works by posting them on the website, storing and using them in printed and other promotional materials.

2.11. In connection with the provisions of paragraphs 2.5–2.10, the Participant of the Photo Contest guarantees:
  • that he/she is the author of the submitted (exhibited) works;
  • the existence of legal grounds for transferring to the FSBI "CRIHOI" of the Ministry of Health of Russia photographs and personal data of depicted persons for the purposes specified in paragraph 2.6;
  • the fact of participation in the Contest does not infringe upon the rights of other persons.

2.12. Responsibility for violations of the rights of third parties (including copyright, related rights, and other rights of third parties) committed by the Participant in connection with the submission of photographs to the Photo Contest shall be borne by the Participant himself/herself.

2.13. The Organizers reserve the right to make any changes to these Regulations at any time unilaterally.

III. Technical Requirements for Photographic Works

3.1. Each work submitted to the Photo Contest must be accompanied by an individual title different from the nomination title, a description of at least 350 characters including spaces, authorship information, employment details, and contact information.

3.2. Photographic works must meet the following parameters:
  • File format: JPEG or PNG;
  • File size: from 1500 pixels on the longer side;
  • Minimum file size: 2MB, maximum size: 10MB.

3.3. The following are allowed in photographs:
  • Minor technical retouching, including changes in exposure, contrast, saturation, sharpness, conversion to black and white, and white balance;
  • Cropping (without increasing the size of the shot);
  • Scanning images obtained by the classic chemical method;
  • Creation of HDR files, exposure bracketing, focus stacking, panorama stitching.

3.4. The following are not allowed in photographs:
Collage (montage), including adding, removing, moving objects, adding additional graphic elements, changing the background using graphic editors;
Presence of author's watermarks, author's signs, added frames, and similar elements.

3.5. Images generated using artificial intelligence are not eligible, except for entries submitted in the “Digital Recognition” category.

3.6. Photographic works that do not meet these requirements will not be considered by the Jury. The Organizers reserve the right to exclude photos that do not meet the technical requirements from the nomination.

IV. Evaluation Criteria for Works Submitted to the Contest

4.1. The evaluation of works and determination of winners is carried out by the Jury of the Photo Contest in accordance with the following evaluation criteria:
  • Overall perception of the work;
  • Originality of the concept;
  • Composition;
  • Technique and quality of execution;
  • Artistic merits;
  • Uniqueness, exclusivity;
  • Emotional impact.

4.2. The Jury has the right not to award a prize in the declared nominations if among the works submitted to the Photo Contest there are no photographs that meet the requirements of these Regulations and/or the evaluation criteria.

V. Procedure for Conducting the Photo Contest

5.1. Photographic works are accepted in electronic form from June 10 to September 30, 2026, inclusive, by filling out the form on the Contest website – https://photo.mednet.ru/.

5.2. The winners of the Contest are determined by voting by the Jury members, consisting of representatives of the Ministry of Health of the Russian Federation and experts from the professional community of photographers.

5.3. The summary of the Contest and the determination of the winners will take place from October 1 to November 10, 2026. The announcement of the results of the Photo Contest is carried out by the Organizer no later than November 30, 2026, inclusive, by publication on the official Contest website.

5.4. Winners in each nomination will be awarded diplomas and commemorative prizes.

5.5. An exhibition exposition will be formed from the works submitted to the Contest, which will be held depending on the agreement of the organizers with the contractors – exhibition organizers.

5.6. The Jury reserves the right to establish special prizes and separate nominations.
The Participant accepts the terms of these Regulations automatically upon submission of his/her work.
